DevTools: Flame chart inconsistently prints samples under an event

See attached screenshots. One run where the samples were shown.

Both were captured with the same experiments: RSC is on, but show all events, etc is off.

(This repro originally created to demonstrate how timeline wasn't identifying the cost of the jank as regex. RCS mostly solves that, but this bug interrupts that anyhow)

Can repro.

The native events coming out of trace (yellow ones) are misplaced in terms of stack depths.
