opening any url that would play music in another tab while another tab is currently playing music causes that tab to open mutedv

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3247.0 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. play audio from one tab
2. open another tab that would play audio (for example, duplicating a tab playing a youtube video)
3. the new tab mutes itself.

What is the expected behavior?
New autoplaying tabs should not automute themselves.

What went wrong?
New autoplaying tabs *do* automute themselves.

I'm not sure if this is a bug or intended behavior, but it definitely didn't happen before.

Unable to reproduce the issue on reported chrome version canary 64.0.3247.0  by using 
Win 10 with the below mentioned steps.
1. Played an audio from one tab (youtube)
2. opened another tab to play another audio/video
Observed both the audios played well without any mute in any of them.

@Reporter : Could you please re-try the scenario by creating a new profile 

Please follow below steps to create a New profile
(i). Launch chrome>>go to Settings.
(ii).Under the section headed People, Click on link Manage other people>>Add person

Please find the screencast attached.
If the issue still persist please provide your observation for further triaging the issue.

I think it's because you have "--enable-tab-audio-muting" command line option, probably turned on in chrome://flags. 
reporter@, can you verify if you have --enable-tab-audio-muting option set? 
Depending on what is meant by "automute", this may be caused by the enable-audio-focus flag

Tested this issue again on Windows 7 and Mac OS 10.12.6 using the latest Canary 64.0.3254.0 and Stable 62.0.3202.75 and unable to reproduce the issue.
Opened two tabs of Youtube and can observe that the audio is playing on both the tabs simultaneously.

Have tested this issue by enabling the flag tab-audio-muting as well. Can observe that after this flag is enabled audio is played on both the tabs and we can mute/un-mute by clicking on the volume button on the tab strip.
Attached is the screen cast for reference.

Can you please retry this issue on a new chrome profile without any flags/extensions and update the thread with the observations.
