The download manager notification shows "-1 %" in its title for files with indeterminate size

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9901.49.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.63 Safari/537.36
Platform: 9901.49.0 (Official Build) beta-channel veyron_mighty

Steps to reproduce the problem:
1. Start downloading huge file from Google Drive (2GB in this case, with "couldn't scan for malware" warning)
2. Look at the download manager notification
3. See "Download-Manager ยค -1 %" in the notifications title

What is the expected behavior?
A title of just "Download-Manager", since there's no reasonable progress information available.

What went wrong?
The title for the Download Manager notification doesn't deal with downloads whose progress is unknown.

Looks like a bug when we moved the code over to use an abstract representation of progress.
