"webgl hit a snag" when doing alt-tab or win+D

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Open Google Chrome (ensure hardware acceleration is on), go to maps.google.com
2. Perform an alt-tab or a win+D to switch over some other application
3. Return to Google Chrome

What is the expected behavior?
Chrome displays the google map

What went wrong?
Instead of displaying the google map, chrome displays a black screen and an error message.

Did this work before? Yes 

Chrome version: 62.0.3202.62  Channel: stable
OS Version: 10.0
Flash Version: 

This also impacts youtube as well.

Attached my gpu.htm.
System info: Intel I7-6700K 4Ghz, 16 GB RAM, Nvidia GTX 1070.

This reproduces on both stable and beta branches.
