eve and daisy-skate release build failures

Issue description

split from crbug.com/775872

eve release build started to fail with build 9915.0.0 on 9-5.

eve related difference between 9914 and 9915 is

Looking into other builds, it appears that daisy-skate started to fail with the same build, and has commit

cdc322a8	446025	506366	Sat Sep 02 18:18:40 2017	vapier@chromium.org	chromeos-touch-firmware-skate: stop using cros-binary_src_install

associated with it.

I did not explore if other platforms started to fail around the same time.

eve-release has gone green since then (10047.0.0):

as has daisy_skate (10052.0.0):
  https://uberchromegw.corp.google.com/i/chromeos/builders/daisy_skate-release/builds/1876

so why do we care about release builds from over a month ago ?

Starting September 5, almost all builds, with very few exceptions, fail with SSH timeouts. Of course, that may be a coincidence. If you don't agree that there is a correlation, please feel free to close the bug.

it's extremely unlikely that ARC++ apps and touchpad firmware are related to ssh timeouts.  failures from these packages would most likely manifest as directly related issues.
