Green and Blue Color channels swapped

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Attach a VX4380-4K Monitor and install the official driver including ICC
2. Open Chrome
3. When the window is to 51% on a second monitor (Dell U3011) the problem disappears until the windows is moved back (51% on primary VX4380-4K)

What is the expected behavior?
Chrome should display green as green and blue as blue.

What went wrong?
Chrome should display green as green and blue as blue.

Did this work before? No 

Chrome version: 62.0.3202.62  Channel: stable
OS Version: 10.0
Flash Version: 

* Chrome was open, when I installed driver for the new monitor. Drivers can be found at https://www.viewsonic.com/us/productresources/view/key/vx4380-4k.html (Windows 10 Signed)
* I tested around 20 programs (including other browsers) and games and this issue only happens in Chrome and Chrome Canary (64.0.3246.0)
* The issue also exist in inkognito
* It looks like CMYK Pictures are working correct (used https://chromachecker.com/info/en/page/webbrowser to test -> Screenshot attached)

I found a workaround for everybody with the same problem.
*THIS DOESN'T MEAN IT'S NOT A BUG*

1. Close Chrome/Chromium
2. Open Windows 10 "Color Management"
3. Activate checkbox for own settings on the problematic device
4. Add an ICC profile
5. Add SRGB IEC61966-2.1
6. Set it as default
7. Close Color Management
8. Open Chrome/Chromium - Blue and Green should be correct now.

The ICC Profile (*.icm File) is part of the official driver. - Likely that this can be reproduced without the monitor and just with the icm file.

If I can be of any support, let me know.

My working Laptop (lateast Microsoft Surface Pro) shows exactly the same behaviour. The workaround (switching to another ICC) works there as well. - But the problem is maybe in other cases, like professionals working with a more sophisticated ICC, harder to spot.

If your machine shipped with a color profile that swaps green and blue, then this issue needs to be brought to the attention of the manufacturer.
