Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36 Steps to reproduce the problem: 1. Enable incognito mode or a dark theme. 2. Download something. 3. See white border on download bar. (Easier to see on a website with a dark background.) What is the expected behavior? No white border, or a border that fits with the theme. For example a dark grey border. What went wrong? The white border is out of place in a dark theme and sticks out. Did this work before? Able to reproduce the issue on the reported chrome version 62.0.3202.62 and on the latest canary 64.0.3248.0 using Windows10 and Linux 14.04. As the issue is seen from the beginning M50(50.0.2661.0), hence considering it as non-regression and marking it as untriaged. Note: Unable to reproduce on Mac 10.12.6

I'd suggest to use the same color as the toolbar bottom divider. This is what we already do on macOS, screenshot attached. bettes@, does that sound good to you?
