Issue description
Chrome Version : 62.0.3202.62

Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:
IE:
What steps will reproduce the problem?
(1) Go to Settings.
(2) Then proceed to On start-up.
(3) Check "Continue where you left off".
(4) Summary: Settings -> On Start-Up -> Check on option "Continue where you left
off".
(5) Now, open multiple Chrome windows and quit all of them together.
What is the expected result?
As the option "Continue where you left off" is checked, all of the windows should be restored.
What happens instead?
Yes, although all the tabs are being restored but that too only of the window which was last open in the screen and not of other windows.
Please provide any additional information below. Attach a screenshot if
possible.

"Quit all of them together" means you close all the windows at once. Just right click on the Chrome icon and click on "Close all windows" option.

Able to reproduce the issue on the reported chrome version 62.0.3202.62 and on the latest canary 64.0.3274.0 using Windows10, Ubuntu 14.04 and Mac 10.12.6. As the issue is seen from the beginning M57(57.0.2926.0) of introduction of the feaure "close all windows" hence considering it as non-regression and marking it as untriaged.

Yes, it is non-regressive but it can be considered as a suggestion. |
