[A11y Assessment - More menu] "Zoom" and "Edit" not read/not in tab order

Issue description

Google Chrome	64.0.3245.2 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 1607 Build 14393.1770
NVDA 2017.3
JAWS 2018.1710.36 private beta 

What steps will reproduce the problem?
(1) Open JAWS + Chrome
(2) Navigate to the More menu and collapse it
(3) Use arrow keys to move down the menu items

What is the expected result? "Zoom" and "Edit" are read - I know they're not buttons, but they are text that's been included in the UI

What happens instead? Text is never read

Same behavior with NVDA

I think you mean "expand" and not "collapse"?

As long as the accessible text for the actual buttons themselves is reasonable, like "Zoom Out", "Zoom In" and not just "Out" and "In", then I think this is working as intended.
