[Select to Speak] Remove highlight when you move to a new page

Issue description

OS: Chrome 

Happening across versions 

if you select text to be read, then move to another page to visually read/browse something else while you listen to the TTS (multitasking), we should be smart about the highlight and not show the highlight on the new page. This highlight is meaningless on the new page and is really distracting. Once you move off the page where the selected text was, the highlight should go away.

Status: WontFix (was: Available)
This should have been fixed in https://chromium-review.googlesource.com/c/chromium/src/+/676724. I'm not sure when that code will make it to production -- but it was submitted Sept 22.
Components: UI>Accessibility>SelectToSpeak
Moving from just having STS label to also having the UI>Accessibility>SelectToSpeak component to make searching easier in the future.
