Chrome OS version: 9901.51.0, 62.0.3202.67 beta build on eve device

Steps to repro:
1. Complete the OOBE flow
2. Add user account by providing user credentials.
3. Reach ARC++ Opt-in screen i.e. Google Play Terms of Service screen.
4. At this point, activate powerwash screen using keys Shift+ ctrl+alt+r.
5. Now click on Powerwash button, and then click on Continue button.
6. Repeat step 5.

Actual behavior:
On click of Continue button, comes back again to the same Powerwash screen. Please refer the issue video

Expected behavior:
Activating powerwash using those keys, should proceed with powerwash cycle.
