Add investigation help link to each step on builder page

Sometimes it's not clear what to do when a step fails (where to start looking, who to ping - perf sheriff, trooper, etc.).  It'd be great if there was a link or some text pointing to some tips on each step of the bot.

This could be a link to a general playbook or a popup with some text.  Either way I assume we have a place with some JSON and all of the steps listed out.  We could have a help entry for each of those that allows the step author to put in a URL.

+1 on that. It'd be pretty cool if we required everyone that adds a new step to add a human-readable description of what that step does and/or what to do when it fails with links to code/docs/bug templates. Maybe we could add a "?" link to each step that pops up the description.

This sounds like a feature request for both milo and the recipe engine, so slapping both those labels on.
