Issue descriptionChrome Version: all OS: all I noticed in Group Policy setting, in order to have Homepage setting to work, user need not only Configure the home page URL in GP, he/she also need Disable "User New Tab Page as homepage", leave the latter to Not configured will result Homepage url not in effect. What steps will reproduce the problem? (1) in Group Policy Management Editor, under User Configuration->Policies->Administrative Templates->Google->Google Chrome->Home page, 1) set "Configure the home page URL" value to news.google.com 2) leave "Use New Tab Page as homepage" value to Not configured (2) on the same machine (or in client machine) command window, use gpupdate /force to force GP update (3) launch Chrome, bring up Home button, click Home button What is the expected result? navigate to news.google.com What happens instead? nothing happen, because New Tab Page is thought the home page

Able to reproduce this issue on latest dev #63.0.3239.9 and also in earlier version M57-#57.0.2987.110 Observed Homepage URL in Group Policy requires NTP to be explicitly set to Disable. Attaching the screen-cast for reference.

From the description of 'HomepageLocation' policy "If you enable this setting, users cannot change their home page URL in Google Chrome, but they can still choose the New Tab Page as their home page."
