ChromeOS issue: Applications from other accounts appearing in both workspaces.

Issue description

ChromeOS version: 61.0.3163.120
ChromeOS device model: HP Chromebook 13
Case#: 

Description:
When logged into multiple accounts with an chrome app open on the second account, the apps from the second account move into my main account workspace when switching. 


Steps to reproduce: 
1. Log into Account A, then use multiple logins to log into account B
2. Switch to Account B (ctrl + alt + .)
3. Open a Chrome app, such as Telegram
4. Switch to Account A (ctrl + alt + ,)

Current Behavior / Reproduction: 
When I move to Account A's workspace/desktop the telegram App also moves.

Expected Behavior: 
The Telegram app should stay in Account B's workspace/desktop.

Drive link to logs: Not sure which logs I would need to attach.
