When developing a web site, the local server and the device being tested aren't always on the same network (or on any network at all). For mobile testing, Chrome offers port forwarding. A developer can open chrome:inspect and configure localhost on the mobile device to point to localhost on the computer it's tethered to.
There is no equivalent for ChromeOS. If you plus a Chromebook into a Mac via USB and open chrome:inspect on the Mac, no tabs show up. Moreover, port forwarding doesn't work. This is true for both the standard ChromeOS browser as well as the Android browser downloaded from the Play Store.
Can we make these experiences consistent, so a ChromeOS device appears just like an Android phone in chrome:inspect?
