UI Glitches with Grayscale Filter

Reported by rabinwil...@gmail.com, Oct 20 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Save the attached file "page_glitch_html.html" locally.
2. Open the attached file on Chrome Browser (Version 61.0.3163.100 (Official Build) (64-bit)) on Windows 10
3. You will notice that the grayscale filter has glitches.
4. On smaller window sizes you will notice that the glitch gets worst.
5. You might have to refresh the page a couple times to see the issue.

What is the expected behavior?
We shouldn't be seeing any such glitches in the grayscale filter.

What went wrong?
When the "Use hardware acceleration when available" option is turned on, this issue is seen. But when this option is turned off you will not see this glitch.
The -webkit-filter:grayscale(100%) and the opacity seem to be causing the issue.

Did this work before? Yes N/A

Chrome version: 61.0.3163.100 Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0

Issue is reproduced in M61 #61.0.3163.100 on windows 10 and got fixed in latest stable M62 #62.0.3202.62 .

@rabinwilliam-- Could you please update your chrome to latest stable and check if you can still able to reproduce the issue and update us with your observations.

Thanks!
@hdodda With the new Chrome Update Version 62.0.3202.62 (Official Build) (64-bit) I cannot reproduce this issue with "Use hardware acceleration when available" turned off and on.
