Some CSS is not rendering and therefore grid items are not appearing

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Example URL:
https://www.pprbd.org/PublicAccess/ElectronicPlanTypeList.aspx

Steps to reproduce the problem:
1. Navigate to URL
2. Content contains a grid Electronic Plan Type
3. Using developer tools, you can see that that grid has content, but it is not appearing

What is the expected behavior?
The grid should populate

What went wrong?
Even though the page inspector has the content, the grid is not displaying the content. No errors in the developer console, works on all other browsers and works on previous Chrome versions. This issue started on Chrome 62

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 61

Does this work in other browsers? Yes

Chrome version: 62.0.3202.62  Channel: stable
OS Version: 10.0

dhuyvaert@gmail.com, I am unable to reproduce the issue on 63.0.3239.9 (Official Build) dev (64-bit)

Could you check an see if this still happens when you update Chrome?
