Download.Time seems to record Time::Now() - start_tick_ for download time, however, start_tick_ is 0 when loading the download item from history db, this will cause the metric to record 1 hour.

However there is no reasonable fix since we need persisted data for the interval that actually download data.

A short term fix can be check if start_tick_ is 0, then don't record the metric, since it will be always wrong.
