a11y assessment: Windows High Contrast settings not reflected in Chrome UI

Issue description

Master tracking bug for all Windows High Contrast requests/bugs

Google Chrome	64.0.3245.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 1607 Build 14393.1770

When Windows is set to High Contrast (High Contrast Black), the following areas don't reflect it:
Toolbar buttons - Go back
Toolbar buttons - Go forward
Toolbar buttons - Reload
Toolbar buttons - Go to homepage
Toolbar buttons - Open a menu item from Chrome menus (menu items do reflect it)
Toolbar buttons - Access an existing extension
Toolbar buttons - Remove an extension
Tab strip 
NTP
Scroll bars
Bookmark bar - Open a page via bookmark bar - partial, the bookmark text reflects high contrast, the icons do not. Also, the more button on the bookmark bar does not 
Download bar - partial, bar itself does not but the Show all button does
Extensions 
Voice search from NTP

The following areas do reflect it:
Omnibox 
Permissions dialog 
Right side of Omnibox indicator (e.g. unloaded script https://mixed-script.badssl.com/
More menu contents (but not the button)
Bookmark quick add button
Magnifier icon in omnibox
Bookmark bar - Open a page via bookmark bar - partial, the bookmark text reflects high contrast, the icons do not. Also, the more button on the bookmark bar does not 
Find in page - Find a string from the page using "Find in page"
Area the top of the browser that surrounds the tab strip
The minimize, maximize, and close buttons at the top.  
Download bar - partial, bar itself does not but the Show all button does


Compare this to Firefox 56.0 where everything reflects the high contrast theme.

Should this be merged with 251851?

I made a first pass at this. The implementation is here: <https://chromium-review.googlesource.com/c/chromium/src/+/889022>. Screenshots are attached, with this CL applied, with high contrast disabled (i.e. no change) and enabled.

I merged many duplicates into this issue, so after this bug is fixed and a tester is verifying, please be sure to check each specific case in the duplicate bugs:
