This is a tracking bug for implementing the Safe Browsing site isolation milestone.  The goal is to give dedicated processes to sites that a user reaches after clicking through a SafeBrowsing warning.   This should enhance security by assigning known-malicious sites to a jail process, where they won’t be able to access cookies, passwords, or other data of normal web sites.
