The approach in https://chromium-review.googlesource.com/c/chromium/src/+/728943 makes assumptions about what will induce visual updates as part of frame production.

We could also add debug-only checks to ensure that these assumptions remain true. We could check anything that impacts calls to the UiElementRenderer (transforms, corner radii, etc) or how the controller draws (since it doesn't currently use the UER), etc.
