Ghost text does not vanish after pressing enter key

Bisect Information: This is a regression issue broken in 'M-62'.

Per-Version bisect information:

Steps to reproduce:
1. Navigate to the above mentioned link > Tap into the City field.
2. Now press enter from keyboard > Start typing something.
3. Observe the ghost text.


Expected result: The Ghost text should vanish after pressing enter.

Actual result: The Ghost text does not vanish after pressing enter.


Additional note: Issue is reproducible on Chrome Dev (64.0.3245.0)

I think this is working as intended. Touch should still dismiss the 'ghost text', but they do not seem to respond to the generic focus gain events. I can reproduce this issue on desktop - tap from the first field to the second field does not remove the text. The CL@3 introduces new behavior to allow keyboard to tap to the next field directly. I don't see any problem with this.

I think they should instead use the placeholder attribute. Removing RVG to make this public.
