Investigate adding test coverage for  bug 700615 .

A change in M57 broke Chrome for users who run it in a sandbox that denies access to wkssvc.

I think we can safely close this as WontFix. This ended up being an edge case, we don't have bandwidth to test this type of environment.

I'll let yanglee@ make the final call.
