Steps to reproduce:
1.Launch chrome and go to avatar icon and click on Manage people, create two person.
2.Press F12 and run audit simultaneously on both the person and observe.


Actual Result: Unable to process audit simultaneously on two person.
Expected Result:Audit should process simultaneously on two user.

This is regression issue broken in ‘M-60’ and below is bisect info:
