Issue description

Regression: Unwanted Line is seen in USB devices under content settings

Chrome Version:  64.0.3245.0 (Official Build) 140f8ce04cc4ee5d4b3ca2eb83888d2452a1f43b-refs/heads/master@{#510270} 32/64 bit

OS: Win(7,8,10), Mac(10.12.6) and Linux(14.04 LTS).


Steps to reproduce:
1.Launch chrome and navigate to chrome://settings/content/usbDevices


Actual Result: Unwanted line is seen on chrome://settings/content/usbDevices
Expected Result: Unwanted  line should not be seen on chrome://settings/content/usbDevices

This is regression issue broken in ‘M-60’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,

Good Build: 60.0.3104.0(Revision:473015).
Bad Build:  60.0.3105.0(Revision:473393).

You are probably looking for a change made after 473300 (known good), but no later than 473301 (first known bad).

[MD settings] remove grey line in usb devices subpage

This CL makes a tiny change to remove a grey line from the usb devices
subpage when no usb devices are found.

Note : Rechecked the above issue on Win(7,8,10), Mac(10.12.6,10.13.1) and Linux(14.04 LTS) OS with latest canary chrome version :64.0.3250.0 and the issue is not reproducible.
