Active tab distinction in incognito mode

Reported by nemeth....@gmail.com, Oct 20 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
Just open a few pages in incognito mode.

What is the expected behavior?
From point of accessibility, it would be better to give some contrast between the active and the other tabs in incognito mode, so it would easy to spot the currently viewed tab.

What went wrong?
Currently in incognito mode, colors of the tabs are same, despite of it is the currently viewed or not. It makes hard to find which tab your are currently viewing.

Did this work before? N/A

Chrome version: 62.0.3202.62 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:
