Display wrong duration for AAC video files with VBR mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. create the AAC audio files with VBR mode (like the two attached files)
2. directing to them in an html file
3. open this webpage in Chrome

What is the expected behavior?

What went wrong?
The attached are created with duration nearly 31s, but displayed in Chrome with wrong duration.

Did this work before? Yes 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? No

The adts header doesn't provide a way to embed the duration so it must be estimated. If you want accurate duration information with VBR media it needs to be in a container like mp4.
