No tabs are displayed in window when in full-screen on macOS

Reported by kra...@gmail.com, Oct 20 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Open tab
2. Move it to dedicated window
3. Make it full screen

What is the expected behavior?
Tabs must be displayed as in non-fullscreen mode

What went wrong?
No tabs are displayed. Only grey bar.

Did this work before? Yes 61

Chrome version: 62.0.3202.62 Channel: stable
OS Version: OS X 10.13.0
Flash Version:

I can open new tabs (with Command+T) and close current one (with Command+W) in that window, so it looks like presentation issue.
