Notification bubbles lack a border on windows

Issue description

Chrome Version: 61
OS: Win7

What steps will reproduce the problem?
(1) have a window open with a white background.
(2) do something to trigger a notification
(3) the notification looks like it lacks a window because it's all white.

What is the expected result?

What happens instead?

Not sure. Only recently started having the window maximized where I would notice this (most other things I could see the desktop).

this seems relevant like a possible culprit [1]. Is compositing enabled on your system? Looks like this code was added to fix [2]. Perhaps in lieu of a shadow we need to add a border.

estade, you are indeed right, this machine happens to be running classic.
Status: Archived (was: Assigned)
