Notification bubbles lack a border on windows |

Issue descriptionChrome Version: 61 OS: Win7 What steps will reproduce the problem? (1) have a window open with a white background. (2) do something to trigger a notification (3) the notification looks like it lacks a window because it's all white. What is the expected result? What happens instead? Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Not sure. Only recently started having the window maximized where I would notice this (most other things I could see the desktop).

this seems relevant like a possible culprit [1]. Is compositing enabled on your system? Looks like this code was added to fix [2]. Perhaps in lieu of a shadow we need to add a border.
