Google Docs apps is pinned to the apps launcher on Public Sessions when using ExtensionInstallForcelist

Issue description

Chrome Version: 61.0.3163.120 (Official Build) (64-bit)
OS: Chrome OS

What steps will reproduce the problem?
1. Force install Google Docs App (aohghmighlieiainnegkcijnfilokake) for Public Sessions using "ExtensionInstallForcelist".
2. Launcgh the public session in the Chromebook.

What is the expected result?
-The Google Docs app should not be pinned to the apps launcher, as it was not added to the "PinnedLauncherApps" policy.

What happens instead?
-The app is pinned.

Please use labels and text to provide additional information.
-We can easly reproduce the issue on our test enviroment.
-This issue only affects the Google Docs apps. We tested with others link Google Sheets and Citrix Receiver.
-Issue can be reprlicated on version 60.0.3112.114 through 63.0.3236.0

I'm able to reproduce, in Version 59.0.3071.91 is NOT pinned, in 60.0.3112.114 and 61.0.3163.123 it's pinned.
Also in Beta 62.0.3202.63 is pinned.

This does not appear to be an ARC++ app.

closing this one out.

I believe Docs extension is bundled with Chrome and does not need to be force installed to be available to PS. If that's not the case and this is still reproducible in current stable feel free to re-open.
