Can't select drop-down from <select> tag list

Issue description

Chrome Version: 64.0.3245.0 as of commit a99dcd54f9bd678bfdf7eabb7615a9a4d6b3f2e7
OS: Chrome OS (on Linux)

What steps will reproduce the problem?
(1) Go to any drop-down element, for example the w3schools.com/tags/tag_select.asp "try it yourself" editor
(2) Try to select something in the list
(3) Nothing can be selected

This worked as of commit b2d58bc10e2729b564c407eae67d718b457e2e65. I haven't yet tracked down the commit that broke it.

Reproducing in chrome://settings as well, broken in 29da39eb97d97e82cd9a9af24dc5accc471945fa and current Canary (64.0.3244.0 (Official Build) canary (64-bit) (cohort: 64-Bit)) on my machine (bsep@ has recent build broken but not Canary broken but we're on the same version).

I'm using Windows 10.

Confirmed on my end. Reverting 14aa2e0e93ed0d0f1e72009f44e8ff0167a8749d makes <select> + chrome://settings drop-downs work again.
