Text looks bad in Google Sheets on hi-DPI device. |

Issue descriptionChrome Version: 63.0.3239.7 OS: ChromeOS Kevin What steps will reproduce the problem? (1) Set the display to e.g. 1500x1000, so there is a non-integer scale factor. (2) Open up a Google Sheet. (3) Navigate around the sheet, or switch between the sheet tab and another tab. What is the expected result? Expect that text looks nice. What happens instead? Text alternates between looking like it has been scaled-up (or down) and looking correct, as though the compositor is working with rendered content with the wrong dimensions.

Sorry, I can't get a screenshot because the mis-rendered text snaps to being correctly-rendered with a second or so; although that doesn't sound too bad, the effect is that if you e.g. right-click on a cell in the spreadsheet and move the cursor up and down the menu items, then the sheet's cells (outside that menu) keep flickering to badly-rendered and back again.

fsamuel has a landed a number of fixes related to device scale factor, so it might have been fixed. Does this still reproduce on canary?
