Auto-hiding shelf has transparent background |

Issue descriptionChrome Version: 63.0.3239.7 OS: ChromeOS Kevin (running @ 1500x1000) What steps will reproduce the problem? Not sure exactly what causes this, but I am running with several windows in ChromeOS pseudo-fullscreen (i.e. auto-hiding shelf and tab strip). (1) Move mouse over shelf, causing it to be shown. What is the expected result? Expect that the shelf shows, with a dark translucent background. What happens instead? Bar shows but is transparent.

This just happened to me after update to 63 (beta) & restart; was about to create a new bug with title "Shelf background became 100% transparent, white text on white background is unreadable" - as reboot and power-off did not help I thought this was an UI bug pushed with the new beta update (and it seems so - this bug only refers to 63 and it's now in beta). Showing and re-hiding the shelf cleared the issue.

Happened to me again during normal use w/o any reboots - the shelf lost its background. I'm on cave. The configuration and usage pattern same as OP subj
