Bookmarks bar should live-reorder

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
just a small suggestion to improve the bookmarks bar experience: at the moment, if you click and drag bookmarks in the bookmarks bar to reorganize them, there is just a black bar showing where you want to insert it. Instead, it should look/work just like reorganizing tabs.

What is the expected behavior?

What went wrong?
Microsoft Edge's bookmarks bar behaves in this way and it's much nicer and more modern

Able to reproduce the issue on the reported chrome version 62.0.3202.62 and on the latest canary 64.0.3243.0 on Mac 10.12.6, Windows10 and on Ububtu 14.04 with the steps mentioned in comment#0. 

As the issue is seen from M50(50.0.2634.0) considering it as non-regression and marking as untriaged.

Seems fine to me, but I can't see anyone getting to this in the foreseeable future.
