Duplicate records in "Popular Pages from Chrome" section

Issue description

Canary 64.0.3243.0

Only seen once, can't easily repro

All my entries in "Popular Pages" had two rows visible in Downloads.  When I checked the offline pages database, there was only one entry for each page, indicating a bug somewhere in the UI stack.  Could be in offline items provider or DL home UI itself.

Closing download home and reopening caused the bug to go away.

Were you able to reproduce this? I've seen it multiple times now.  Happy to help attempt to diagnose.

Refreshing DL home causes the dups to go away.  Do you think this might be a problem with offline items collection?

I was not able to reproduce so far. But it seems like we are sending OnItemsAdded twice.

An alternative solution would be to just dedupe the items no matter what source they come from.  I assume they all have the same ContentId?
Did we see it on 63?
Still have no concrete way to repro this.
