A problem with ebuilds that use lots of BCS files is that each must have a Manifest file entry, and CLs that add different files end up with Manifest file conflicts.

Mike suggested that a Manifest subdirectory might be a good idea.

Jason suggested that we have a Manifest subdir with a separate Manifest file for each BCS file. That should completely avoid the conflicts.
