Log in screen won't always load since update

Issue description

Chrome Version       : 61.0.3163.123
OS Version: 9765.85.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5::not applicable
  Firefox 4.x::not applicable
     IE 7/8/9::not applicable

What steps will reproduce the problem?
1. Since yesterdays update, When I turn on my Acer R11  CB5-132T  Chromebook  Touch Screen the sign in page doesn't always load fully, and doesn't show the log in. Only by switching it off and on again makes it work. Through a forum I have found three others with the same make and model Chromebook having the same problem since the update. There was another update today but that has not resolved the problem.

What is the expected result? Correct the bug or change back to the old login screen which was problem free.

I can confirm this problem on Acer Chromebook R11. Sometimes after boot there are rendering glitches, that hides the login and some of the buttons behind four image tiles (please see attached screenshot).

It's only a rendering problem, the login and the buttons are fully functional. You can login by blindy typing the password and pressing the enter key. Also the "Browse as guest" button at the lower left works if you can find it ;-)

The problem occurs since update to version 61 with the redesigned login screen and occurs approximately in less than 1 out of 10 boots.

Please let me know, if I can add some more information to figure this out.

Before the update my device was on version 60 with the old login screen. But I cannot get the exact version, because file:///var/log/update_engine contains only newer logs.
