Reflect theme-color in device mode for supported devices

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Open a website which contains a theme-color such as: <meta name="theme-color" content="#537895">
2. Enable device mode
3. Select a device which would run Android (e. g. Nexus 5X)
4. In Screen Options select 'Portait - navigation bar'

What is the expected behavior?
The navigation bar of the simulated device should be colored

What went wrong?
Navigation bar is not colored

Did this work before? No
