Fieldset cannot be used as a flex container

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open the FieldsetBug.html in Chrome
2. Fieldsets are bordered red, two divs in the fieldsets are bordered black

What is the expected behavior?
The divs should be in a row, as they are on firefox.

What went wrong?
The divs are in a column, instead of in a flex row. This implies that a fieldset can not be used as a flexbox container.

Did this work before? No 

Does this work in other browsers? N/A

Chrome version: 61.0.3163.100  Channel: n/a
OS Version: 10.0
Flash Version: 

A workaround is to use divs instead of fieldsets, yet this does not comply to semantic rules.

EDIT: I realize I have named my stylesheet wrong in the stylesheet link in the HTML. In the attachment  is a html file with the style included.

aheidt@ Thanks for the issue.

Able to reproduce the issue on Windows 7, Mac OS 10.12.6 and Ubuntu 14.04 using the latest Stable 62.0.3202.62 and Canary 64.0.3247.0.
This is a Non-Regression issue as this issue is observed from M50 chrome builds.

Hence marking this as 'Untriaged' for further updates from Dev.
