[Dev Tools] highlight requests in the network panel which have SSL warnings

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
currently ssl warnings are logged out to the console,
it would make sense to flag these in the network panel, 
with a new toolbar filter option for warnings

I think this would be a nice-to-have but not worth spending the time on right now because the security panel shows you which origins have warnings. Feel free to reopen if someone's planning to do this.
