Convert chromium buildbot masters to builders.pyl, remote_run |

Issue descriptionIn order to aid with the migration to LUCI, the more buildbot masters we can convert to builders.pyl and remote_run ahead of time, the more likely we are to be able to easily migrate them to LUCI when we're ready to do so. This bug can be used to track progress, although I don't expect us to get 100% there prior to migrating to LUCI (some masters may go directly from old-style configs to LUCI).
