Steps to reproduce the problem:
1. Hold Down the full-screen button
2. Select 1st Chrome Browser window
3. Select 2nd Chrome Browser window

What is the expected behavior?
Visibility functionality of all tabs on each window.

What went wrong?
1 of the 2 windows in split screen mode does not allow normal function or creation of Tabs.
