Bootstrapping dialog becomes blank when selecting the identifying code is not seen

Chrome Version: M62.0.3202.63 beta daisy, kevin, wolf
OS: ChromeOS 9901.49.0

What steps will reproduce the problem?
(1) Prepare and execute bootstrapping enrollment between two devices.
(2) On the master device, go through OOBE.
(3) When the bootstrapping dialog appears and show a list of nearby bluetooth devices, click Connect in the bootstrapping screen.
(3) When the screen shows "Does this code appear on your Chrome device's screen?", click "NO, I DON'T SEE IT".

What is the expected result?
The bootstrapping dialog refreshes and shows the list of nearby bluetooth devices for connection.

What happens instead?
A blank dialog is shown indefinitely.

I hope there would be at least a "Rescan" button to trigger a scanning of nearby devices instead of letting user to wait forever before realizing the device needs to be rebooted to retry.
