The "Need Help?" button in Bootstrapping screen does not work

Issue description

Chrome Version: 62.0.3202.63 beta kevin, wolf
OS: ChromeOS 9901.49.0

What steps will reproduce the problem?
(1) Prepare and execute bootstrapping enrollment between two devices.
(2) Go through OOBE on the master.
(3) When the bootstrapping screen shows up for selection of slave device, click the "Need Help?" button/

What is the expected result?
Help information is shown.

What happens instead?
Nothing happened.

Igor do you know anything about enrollment? Maybe someone who can take this?
Could you please provide details on how to execute bootstrapping enrollment? I want to reproduce this, but don't know what the process involves.

igorcov@ I'm sorry for the delay. Please review the steps below:

1. Wipe or recover two devices to show OOBE start screen.
2. On the slave device, make sure Bluetooth is enabled.  Press Ctrl+Alt+S to ensure discoverable.
3. On the master device, make the system editable in order to modify /etc/chrome_dev.conf and append "--oobe-bootstrapping-master".  restart ui or reboot.
4. Proceed through OOBE. The bootstrap device selection device screen shows up after the update screen. It may appear to be blank at first, when nearby devices start showing up, "NEED HELP?" will show.
