Rename win8_chromium_gn_upload -> win_chromium_gn_upload

In preparation from turning down the win8 bots, we should rename
this one and move it to another optional pool; this CL just does
the rename.

Remove win8 bots from tryserver.chromium.win.

This moves the win_chromium_gn_upload builder to remote_run
and a win7 pool, and then removes the win8 bots altogether,
freeing up 600+ cores.

Move remaining tryserver.chromium.win bots to remote_run.

This CL moves all of the bots to remote_run and changes them
all to use the same slavebuilddir. None of these bots run
very frequently, so this should have little to no effect on
compile times.

Consolidate bot pools for tryserver.chromium.win

We had a bunch of small optional bot pools; consolidate them
into one larger pool, and move win_optional_gpu_tests_rel into
the CQ pool (and move some bots over for it as well), to get
better load balancing and make things less specialized.
