CSS: Shadow editor breaks on text-shadow

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.45 Safari/537.36

Steps to reproduce the problem:
add text-shadow rule to any element, click the shadow box icon and either click inset or change the spread slider

What is the expected behavior?
nothing to happen

What went wrong?
Nobody is expected to get it right first time around.

OS Version: 6.3

This is also an issue in Chrome 65.0.3298.3 (64-bit dev stream) on OSX High Sierra 10.13.2.

My guess is that the issue is due to the spread value and inset keyword being illegal for text-shadow (but fine for box-shadow) (see https://drafts.csswg.org/css-text-decor-3/#text-shadow-property: "spread values and the inset keyword are not allowed")
