Error pages (http 403, 404...) are displayed as blank

Chrome Version: M64
OS: iOS 11

What steps will reproduce the problem?
(1) Open http://httpbin.org/status/404 or 403...

What is the expected result?
A sad page should be displayed, like on desktop and Android. See screenshot.

What happens instead?
A blank page is displayed.

It is not working on stable (tested on 59 also).

Is this a tracker for like a new requested feature, or is this understood to be a regression? Our understanding is that this is WAI as it's been this way for a long time.

Is this a screenshot from desktop? I only see the page like the screenshot above on desktop.

For me so far on iphone chrome, safari, and firefox, all are showing just a black white page on that URL.

Yes, it is a screenshot for desktop. Android has the same error page.
I don't know if it is a regression or not, apparently it has been this way for a long time (at least M58) but someone worked on error pages some times ago, maybe it changed at this point.

I hope that Eugene knows more about it or can send it to someone else.
