Boot-loop

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36
Platform: 9592.96.0

Steps to reproduce the problem:
1. Updated known working device on 57.0.2987.146 to 60.0.3112.114 to reproduce.
2. Updated known working device on 57.0.2987.146 to 61.0.3163.120 and it does it a few times and then starts working fine.
3. 

What is the expected behavior?
It should not boot loop.

What went wrong?
Something in 60.0.3112.114 related to the network I'm assuming.

Did this work before? Yes 57.0.2987.146

Chrome version: 60.0.3112.114  Channel: stable
OS Version:

This occurs on an HP Chromebook 11 G3.
Firmware: Google_Kip.5216.227.78
