[dev tools] Network Panel - add a 404 filter option

Steps to reproduce the problem:
it's not easy to filter down to just any 404 requests in the network panel

What is the expected behavior?

there's no filter option

Status: WontFix (was: Unconfirmed)
Filter panel in the Network panel supports filtering on specific fields. You can enter status-code:404 into the filter field.
