JS scrollTo functions have stopped working in chrome after High Siera update

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Check and run and $.scrollTo functions within the JS plugin, they have all stopped responding since the update. 

What is the expected behavior?
The page should animate to a scroll position.

What went wrong?
The function doesn't seem to do anything anymore.

Did this work before? Yes

Do you have an example URI?

I presume this is caused by Chrome 61 moving to change to having the documentElement scroll instead of the body element.

Are you using an old version of jquery scrollTo? See https://github.com/flesler/jquery.scrollTo/issues/164
